Biography: Dr. Fu-Hsuan Chen is Assistant Professor at the Graduate Institute of Labor Research, National Chengchi University, Taiwan. Her research focuses on human-centered AI governance, labour policy, digital government, platform governance, and social sustainability. Her recent work examines how artificial intelligence reshapes labour markets, public administration, and institutional governance, with particular attention to vulnerable workers, Indigenous language revitalization, and gender equality. She has published in leading international journals in migration, labour, and public policy and actively serves as reviewer and editorial contributor for international journals. Her current research is supported by Taiwan's National Science and Technology Council (NSTC), including projects on AI governance, Indigenous language teachers, and gender transformation in nuclear governance. She is committed to promoting interdisciplinary dialogue among public administration, information systems, labour studies, and AI governance.
Introduction:
Artificial intelligence is rapidly
transforming governance, employment, and
public services across the world. While
technological innovation creates new
opportunities, it also raises important
questions regarding transparency,
accountability, labour rights, digital
inclusion, and human-centered design. This
Special Session aims to provide an
interdisciplinary forum for researchers and
practitioners to discuss emerging challenges
and governance approaches related to
AI-enabled digital transformation. The
session welcomes theoretical, empirical, and
comparative studies examining how AI
influences public administration, labour
markets, platform governance, digital
government, social sustainability, and
organizational decision-making. Particular
attention will be given to human-centered
AI, ethical governance, digital inequality,
Indigenous and minority inclusion, gender
perspectives, and collaborative governance.
By bringing together scholars from public
administration, information systems,
management, social sciences, and
engineering, this session seeks to promote
cross-disciplinary dialogue and identify
innovative governance strategies for
responsible AI development and
implementation.
